Now, everyone knows that if someone sees their children starving, and they have no money or food, most people will do whatever necessary to feed them. They will beg, borrow, steal and yes, even worse in order to get the supplies they need. If everyone in an area starts doing this, it is going to turn to civil unrest in no time at all.
